Pretty easy for an agency to manufacture that video for some type of civil unrest response , the reaction to that being the movement is labeled as extremist and further authoritarianism and surveilance is accepted and imposed on the people.
If it were not to illicit a response from percieved victims (to then be acted apon) it would not be filmed.
